Garcia's multi-jurisdictional career is a direct product of a life lived across borders. She grew up in Puerto Rico, spent her teenage years in Ohio when her father — a dentist — relocated the family, then returned to the island to complete high school, college, and law school. After marrying a U.S. Army serviceman, more moves followed, each one adding a bar exam to her résumé.
